Under what circumstances can the Local Authority (LA) suspend the Governing Body’s right to a delegated budget?

If the LA considers that the governing body has substantially or persistently failed to comply with the Scheme for Financing Schools, or is not spending the school’s budget share efficiently and effectively, then the LA has powers to suspend the governing body’s right to a delegated budget. There is a right of appeal to the Welsh Government.
