What is the Individual School Budget (ISB) and what does it cover?

The ISB is the amount directly delegated to schools and is calculated using a locally determined funding formula drawn up by the LA and on which governing bodies and other interested parties have to be consulted. The School Funding (Wales) Regulations 2010
requires that 70% of the individual school budget is pupil-led i.e. is based on the number of pupils enrolled at the school. The remainder of the funding is assessed to cover factors such as:

  • The size and condition of the premises and grounds;
  • Schools which are on a split site;
  • Rates;
  • Cleaning;
  • School meals and milk;
  • The extent of special needs in the school;
  • Learners for whom English or Welsh is not their first language;
  • Support services needed (legal, financial, personnel, ICT, governor support etc);
  • Ongoing implementation of the school workload agreement.
